High-risk sectors must deploy quantum-safe encryption. Critical infrastructure -- energy, healthcare, finance, transport -- to be quantum-proof.
2035
Broad migration target: as many systems as possible across Europe to be quantum-proof, establishing the EU as the world's first quantum-safe digital economy.
